LB 246 is going to be monitored by staff and LB 658 is currently supported by NC’s policy. Last, NC will be involved in the property tax conversation, notably with LB 81, LB 303 and LR 13CA. LB 81 works to fix the property tax “skip year” (or missing year) for the special session’s change to income tax credits. LB 303 changes property tax levies across the state, decreasing the cap from $1.05 to $1.02 while also creating a School Finance Reform Commission. LR 13CA is a proposed ballot initiative to eliminate inheritance tax in the state. NC currently supports LB 81 and LR 13CA and will monitor LB 303. Other bills that members may have interest in would be LB 317, which merges the Department of Environment and Energy with the Department of Natural Resources; LB 343, which reduces the cost of “The Beef State” vanity license plate from $70 to $40; and LB 490, which addresses titling of feed trucks and other self-propelled agricultural equipment. NC has determined policies of opposition, support and support, respectively. There are plenty of other bills NC legislative staff will be monitoring and taking positions on throughout the session.
