BEEF IMPORTS Following an announcement on Truth Social, President Trump signed a presidential proclamation, whitehouse. gov/presidential-actions/2026/08/further-ensuring-a ordable-beef-for-the-american-consumer/, on Aug. 26 that temporarily expands the Tari -Rate Quota (TRQ) for imported lean beef trimmings by 300,000 metric tons. The quota in the proclamation applies to “other” countries. In other words, countries without speci c quota allocations or existing duty-free access through free trade agreements are eligible. It’s important to note that Brazilian and Paraguayan beef will qualify as well as shipments from the European Union and Japan. Brazil is close to hitting its beef safeguard threshold in China, and Chinese importers are unlikely to pay a 67 percent THE OREFRONT duty, increasing the likelihood that Brazil will capitalize on the 90-day expansion of the TRQ. U.S. Trade Representative Jameison Greer held a closed-door meeting with the Republican Study Committee. Several people in the room shared with the press that Brazil and Paraguay are “best positioned to supply a ood of imported beef that is set to arrive in the U.S.” The proclamation also states that “the Secretary of Agriculture and the Trade Representative, in consultation with any other senior executive branch o cial they deem appropriate, shall monitor whether the imports of lean beef trimmings entered under the increased in-quota quantity established in this proclamation are being sold at a price 25 percent below the market price for lean beef trimmings. If the Secretary of Agriculture and the Trade Representative determine that imports entering under the increased in-quota quantity established in this proclamation are not being sold at a price that is 25 percent below the market price for lean beef trimmings, the Secretary and the Trade Representative shall immediateCONTINUED ON PAGE 36 LIBBY SCHANEMAN | NC DIRECTOR OF COMMUNICATIONS AND FEDERAL GOVERNMENT AFFAIRS
